Procedure for consideration of appeals and organization of personal reception of citizens at the State Tax Service has entered into force

On the 16th of October 2020, the Order of the Ministry of Finance of Ukraine as of 15.06.2020 № 297 “On approval of the Procedure for consideration of appeals and organization of personal reception of citizens at the State Tax Service of Ukraine and its territorial bodies” registered by the Ministry of Justice of Ukraine on 02.10.2020 № 969 / 35252 entered into force (hereinafter – the Order).

The Order approved:

the procedure for consideration of appeals and organization of personal reception of citizens at the State Tax Service of Ukraine and its territorial bodies;

the procedure for receiving, pre-processing and registration of incoming documents at the citizens’ request and sending outgoing documents to applicants, registration of requisites of the outgoing document;

the procedure and terms of consideration of citizens’ appeals;

the procedure for organizing personal reception of citizens.

It is determined that written citizens’ appeals are processed according to requirements of Article 5 of the Law of Ukraine “On citizens’ appeals”, namely those that indicate the name, patronymic (if any), place of citizen’s residence, has essence of the issue, comments, suggestions, statements or complaints, requests or demands.

Written appeal must be signed by the applicant (applicants) indicating the date. The E-application must also include an e-mail address to which the applicant may receive a reply or information about other means of communication. The use of a qualified electronic signature is not required for sending an electronic appeal.

An electronic appeal sent without the use of a qualified electronic signature must take the form of a scanned copy of application signed by the applicant, indicating the date.

Oral appeals left by telephone without the provision of citizens’ information prescribed by requirements of Part 7 Article 5 of the Law of Ukraine “On citizens’ appeals” are considered anonymous.

Written appeals without specifying the place of residence, not signed by the author (authors), as well as those from the content of which it is impossible to establish authorship, are recognized as anonymous.

Anonymous appeals are not subject to consideration (excepting anonymous reports regarding violations of the Law of Ukraine “On Corruption Prevention”).
