Chairman of the STS Oleksiy Lyubchenko held a meeting with members of the EU Delegation to Ukraine

Reformation of the State Tax Service of Ukraine and its further steps in direction of building the IT component were discussed today by the Chairman of the State Tax Service Oleksiy Lyubchenko and the Head of the “Good Governance and Democratization” Sector of the EU Delegation to Ukraine Xavier Camus. Meeting was also attended by Ekaterina Yakovleva the Public Finance Manager of the EU Delegation to Ukraine and the Deputy Chairman of STS for Digital Development, Digital Transformations and Digitization Natalia Kalenichenko.

The EU experts were interested in reformation state of the STS, specifically in the transition to a single legal entity.

Oleksiy Lyubchenko noted that since May, the tax specialists have had to work very fast not only to implement tasks set by the Government but also to make up for the backlog with budget revenues and the implementation of internal projects, including SRCO, electronic excise mark, single treasury account, etc.

“We have carried out institutional reform, improved work of the central apparatus, revised functions, reduced a number of departments and appointed their heads. Heads of the STS’s territorial bodies have also been appointed. The work was built on four blocks – tax administration, control and verification work, appeal and legal work, tax services and IT. Due to the coherence of actions, we have an effective structure with professionals capable of performing the most complex tasks” – stated Oleksiy Lyubchenko.

He also noted that a significant progress has been made in implementing a large-scale structural reform on transition of the State Tax Service to a single legal entity. To date, a new structure of territorial bodies has been approved. All regional departments, the Large Taxpayers Office and the Information and Reference Department are in the process of liquidation as legal entities. Significant changes have been made particularly in services of large payers.

“5 service centers for large payers will be created in Kyiv, Kharkiv, Odessa, Lviv, and Dnipro. These will be the so-called centers of industry competence. That is, each center will have its own industry segment and will serve those taxpayers who are involved in this sphere” – stated Chairman of the STS.

For example, the service center for large payers in Kyiv will provide tax support for enterprises in the fuel and energy sector, financial, banking, IT and communications; in Dnipro – the metallurgy, Odessa – the grain industry, etc.

“Our task is to teach Heads of these large taxpayers service centers within their industry to understand problems of enterprises from all over Ukraine. And then we will have other indicators of big business” – emphasized Oleksiy Lyubchenko.

He also noted that in order to ensure a comprehensive transition to the new format of work, the State Tax Service actively cooperates with representatives of the EU4PFM program. Particular attention is paid to development of the IT component and personnel management system. At the same time, the State Tax Service also expects advisory assistance in the implementation of steps of the BEPS Action Plan in Ukraine.

In turn, the EU experts noted the scale of conducted reformation of the State Tax Service, its positive results and assured of their readiness to provide support to the State Tax Service of Ukraine in further steps.
