STS and the IMF mission considered results and directions of further reformation of the Tax service

Achievements and priorities for further reformation of the State Tax Service were discussed during an online meeting by Chairman of the State Tax Service of Ukraine Oleksiy Lyubchenko and experts of the International Monetary Fund Enriko Aav and Dave Hartnett.

The IMF experts presented the final report “Support to Tax Administration Reforms” prepared as a result of the IMF mission in December 2020 – February 2021.

Report, particularly noted a significant progress of the STS in reformation, systematic improvement of tax administration and fulfillment of budget revenues, readiness for dialogue with taxpayers and more.

Experts also assured readiness of the IMF Department of Budget and Tax Affairs to assist in supporting the STS’s reformation.

“We have clearly defined a vector of reforms and our next step is to implement them quickly and efficiently. And in this matter we count on the support of our international partners, their experience and professional knowledge. Especially useful will be information on the practice of reforms that have been successful in other countries or have failed.” – stated Oleksiy Lyubchenko.

Participants of the meeting considered the preliminary work plan of the next stage of IMF assistance to the State Tax Service of Ukraine. Specifically, it is about assistance in conducting a large-scale functional audit of effectiveness of procedures and processes, which is currently carried out in the STS, improving mechanisms of personal income taxation, preparation of compliance strategy and implementation of best practices of tax audit.

The IMF experts also congratulated Oleksiy Lyubchenko on winning the competition and being appointed as Chairman of the State Tax Service and expressed confidence that this would guarantee more stable and systematic phase of service’s development.
