Introduction of the “Ideal employee” competency profile was discussed in the STS

Experts of the EU Project “Public Finance Management Support for Ukraine” (EU4PFM), representatives of the HR management department of the STS and its territorial bodies discussed implementation of the Action Plan for implementation of the Human Resources Management Program of the State Tax Service for 2020-2023 during an online meeting.

Specific topic was introduction of the “Ideal employee” competence profile as part of a system of intangible motivation of employees.

Participants of the meeting considered principles of forming the “Ideal employee” competence profile, which contains a list of professional and personal competencies due to which the employee works effectively and achieves results taking into account strategic goals and values of the Service. Attention was focused on the importance of developing a systematic approach based on common standards, clear and objective criteria for assessing behavior of employees.

The EU4PFM project experts suggested four eligibility parameters and a list of nineteen competencies to identify employee in the “Ideal employee” profile.

Parties, basing on the meeting results, agreed on further joint steps in a direction of defining human competencies and developing a methodology for determining the “Ideal employee” competence profile of the STS. Such systematization of key parameters will provide an unbiased assessment of work efficiency and compliance of employees’ behavior with values of the State Tax Service of Ukraine, objective determination and selection of the best employees for rewarding, awarding, career advancement, etc.
