State Tax Service implements the best practices of transfer pricing control

A three-day practical online seminar with participation of representatives of the State Tax Service of Ukraine and the Ministry of Finance of Ukraine was devoted to the topic “Transfer pricing: operations for provision of services and operations with licenses. General principles and practical examples. German experience”.

Event was organized on the STS’s initiative by the “Effective Public Finance Management III” project, implemented by the German Society for International Cooperation (GIZ) on behalf of the Government of Germany.

German experts in the transfer pricing sphere and international tax audit Alexander Leipold and Arno Neumann from the Federal Central Tax Office (Bonn) presented experience of the OECD, the EU and Germany to Ukrainian colleagues.

During the three days of material presentation and working discussion, German experts together with their Ukrainian colleagues considered the following:

- operations for provision of services;

- operations with licenses;

- general principles of the OECD.

Particular attention was paid to discussion of practical shopping center cases from Germany and Ukraine, as well as search for common solutions in their solution.

All this allowed the STS’s specialists to gain additional experience in solving practical examples in the transfer pricing control and receive advice from German experts regarding further implementation of steps 8-10 of the BEPS Action Plan (Improvement of transfer pricing rules).
