General fund of the State budget received 9.4 billion UAH of excise tax in May

General fund of the State budget of Ukraine received excise tax on excisable goods (products) produced in Ukraine and imported to the customs territory of Ukraine in the amount of 9.4 billion UAH in May 2023. This is 123 percent of the revenue indicator, set by the Ministry of Finance of Ukraine (1.76 billion UAH was additionally received). This is by 1.5 billion UAH or by 19 percent exceeds revenues of May last year.

Fulfillment of revenue indicators was achieved due to additional income from products produced in Ukraine, in particular:

tobacco products – by 2.4 billion UAH or 158.5 percent from the set task (4.1 billion UAH) and 3.6 times more than last year's revenues (1.78 billion UAH);

liquor and alcohol products – by 0.32 billion UAH or 194.6 percent from the set revenue indicator (0.34 billion UAH) and by 22.1 percent more than last year's level (0.55 billion UAH).

In addition, due to the introduction at the end of last year of fuel excise tax at rate of 100 euros/1000 liters instead of zero rate, as well as resumption of work of certain fuel producers, in May 2023 the positive dynamics of fuel excise tax revenues to the special fund of the State budget of Ukraine will continue to be maintained. Revenues in May amounted to 0.73 billion UAH, of which additional revenues to the revenue indicator amounted to 0.65 billion UAH.

Please also note that due to the implementation of provisions of the Law on the transfer to manufacturers and importers of tobacco products, liquids used in electronic cigarettes of an obligation to pay 5% excise tax on the retail sale of tobacco products, revenues of local budgets from this tax have significantly increased. For a period of January - April 2023, the average monthly amount of 5% excise tax declared by manufacturers and importers is 583 million UAH, which is 2.4 times more than the average monthly indicators of January – April 2022.
