Work with missions of the Office of Technical Assistance of the US Treasury and the International Monetary Fund has been completed

State Tax Service directs its efforts to development of tax system according to requirements of Ukraine's integration into the EU. On this path, active cooperation is carried out with international partners of the State Tax Service, in particular, regarding development of priority directions for transformational changes of the tax service in serving taxpayers and organization of tax control through the risk management system.

Series of meetings in a period from July 10 to 21, 2023 of teams and leadership of the State Tax Service with advisers of the Office of Technical Assistance of the US Treasury took place in areas of: tax debt administration, work of Contact Center of the State Tax Service, transfer pricing and international taxation, audit, risk management system, anti-corruption. Jointly with advisers, tax experts conducted a gap analysis, discussed directions for strengthening work processes and powers, necessary legislative changes, in particular in the context of future National Revenue Strategy, creation of which is one of requirements of the Memorandum with the International Monetary Fund. Based on results of these series of meetings, suggestions for legislative initiatives were developed, projects of plans to increase level of voluntary tax payment, plans for implementation of a number of draft projects and coordination of support directions were prepared.

Meeting of acting Head of the State Tax Service, Deputy Heads of the State Tax Service with Deputy Director of the Office of Technical Assistance of the US Treasury Parvina Shamsieva-Koen was held. Addressing delegation in Ukrainian, Mrs. Parvina assured commitment of the Office of Technical Assistance team and continued support of the State Tax Service, and expressed interest in further cooperation in the framework of preparation and implementation of the National Revenue Strategy.

In parallel, during the second week, teams from the Ministry of Finance of Ukraine, State Tax Service and International Monetary Fund worked on development of a road map for preparation of the National Revenue Strategy and its content. A four-way meeting was held between representatives of the Office of Technical Assistance of the US Treasury, International Monetary Fund, Deputy Minister of Finance of Ukraine, Head and Deputy Heads of the State Tax Service to discuss ongoing work on strategy and effective coordination of efforts and resources.

In addition, as a result of previous agreements with the Ministry of Finance of Austria, there were two working visits to the tax office, where Austrian colleagues shared their experience in the implementation of audit functions, operation of the e-audit system, service to taxpayers and work with debtors.
