Representatives of the State Tax Service and Office of Technical Assistance of the US Treasury assessed joint results, achievements within the framework of work plan for 2022-2024 and outlined plans for the next two years

A series of working meetings between representatives of the State Tax Service of Ukraine and the U.S. Treasury's Office of Technical Assistance (OTA) has concluded. These meetings took place as part of the State Tax Service delegation's visit at the OTA's invitation.

During the meetings, the acting Head of the State Tax Service Tetiana Kiriienko, and acting Deputy Head Yevhenii Sokur presented the current state of the Service's activities and the progress made in implementing the Work Plan for cooperation between the State Tax Service and the OTA for 2022–2024.

In response, Deputy Assistant Secretary for Technical Assistance Luyen Tran and OTA Director Jason Orlando praised the results achieved, highlighting significant progress in establishing a unified legal entity, introducing modern reform tools, implementing a risk management system within the State Tax Service, and developing taxpayer services, including the modernization of the State Tax Service’s Contact Center and other areas.

Throughout the week, OTA experts, including Project Manager Philip Brand, Deputy Director for Tax Policy and Administration Parvina Shamsiyeva, Senior Advisor Leslie Lerkinder, and other specialists, worked with their Ukrainian counterparts to assess the project's results and develop priority directions for 2025–2026.

"We are grateful to our colleagues for their productive meetings and support. The vision of the State Tax Service regarding its future organization aligns with the goals and principles outlined in the National Revenue Strategy. Further reforms, the digitalization of services, and the implementation of modern information and communication systems will provide a foundation for improving taxpayer services, strengthening the risk management system, and ensuring integrity," said the acting Head of the State Tax Service Tetiana Kiriienko.

The Ukrainian delegation also visited the United States Internal Revenue Service during the working visit.  At a meeting, IRS Commissioner Daniel Werfel and Tetiana Kiriienko discussed the advantages of operating as a single legal entity. Daniel Werfel and IRS Commissioner of the Large Business and International Division  Holly Paz provided an overview of the IRS, discussing its scope of authority and its program and organizational structure, including Enterprise Risk Management and the Enterprise Audit Management Program.

IRS Chief Risk Officer Michael Wetklow outlined the goals and objectives of the IRS risk management program, providing examples of compliance risks, strategies for mitigating them, and the results achieved.
