Head of the State Tax Service Ruslan Kravchenko instructed tax officials to implement court decisions immediately after they come into force

To enforce court decisions immediately after they come into force – this was instruction given by Head of the State Tax Service of Ukraine during a meeting with businesses in Zhytomyr region. It was attended by more than 50 representatives of large, medium and small business, as well as their associations. This is a new format of open dialogue between the State Tax Service and entrepreneurs. 

Meeting was also attended by Deputy Minister of Economy Vitaliy Kindrativ, Head of the Zhytomyr Regional Administrative Organization Vitalii Bunechko, and People's Deputy Member of the Verkhovna Rada Committee on Economic Development Bohdan Kitsak, as well as Deputy Heads of the State Tax Service and Heads of Departments. 

"Painful question for business is failure to enforce court decisions. I am sure that litigation should be a last resort. All disputed issues should be resolved immediately. As for the enforcement of court decisions, I gave a clear instruction to enforce court decisions immediately after they come into force" – emphasized Ruslan Kravchenko.

Top problems voiced by entrepreneurs are frequent changes in legislation, blocking of tax invoices and classification of enterprises as risky.

“According to the World Bank, 52% of entrepreneurs consider constant changes in legislation a significant problem. Business does not have time to adapt. Therefore, I appealed to the people's deputies to take this into account when developing new initiatives” – stated Head of the State Tax Service.

Business also complains about groundless decisions to block tax invoices and grant status of risky enterprises.

State Tax Service is actively working to change the situation and a reasonable decrease in this indicator. Ruslan Kravchenko instructed relevant departments to analyze the situation in detail, and commissions to promptly consider all applications for unblocking so that the work of companies is not blocked, but everything is strictly within the framework of legislation.

Meeting also discussed questions related to implementation of the project “Territory of High Tax Trust Level”. 209 taxpayers of Zhytomyr region have already joined the White Business Club.

“Although I heard from entrepreneurs that in a wartime, one should not divide business into white and black. Because each of them not only pays taxes, but also creates jobs” – added Ruslan Kravchenko.

Another question of a dialogue is the anti-corruption component. 

“Sometimes I hear that tax officials demand something from someone. But to prevent this from happening, you need to contact the law enforcement, write statements, so that all the facts are properly documented and guilty are brought to justice. Situation is similar with those who think that it is possible to evade taxes or work “in the shadows”. This will not work. Equal, legally prescribed rules of work for everyone” – additionally added Head of the State Tax Service.

He also noted that similar meetings with business and their associations will be held in all regions of the state. 

"In a wartime, every entrepreneur makes difficult decisions every day: how to keep the team, maintain activity, help the country. And as a crisis manager, I do everything to ensure that the Tax Service is a partner for business in these challenges. I also set up my deputies and heads of departments, who were also at the meeting, for this. I am grateful to everyone who continues to pay taxes even in difficult times" – summed up Ruslan Kravchenko.
