Head of the State Tax Service of Ukraine Ruslan Kravchenko met with experts from the EU4PFM project. State Tax Service of Ukraine, together with the European colleagues, is working to make tax administration system of Ukraine more transparent and effective.
Project results of the "Public Finance Management Support Programme for Ukraine (EU4PFM): Components 1, 3 and 4" and status of reform implementation were discussed with the key international expert on taxation of the EU4PFM project Paulius Majauskas.
Tax Service is actively implementing National Revenue Strategy until 2030 and the EU4PFM support plays important role in this process.
With the EU4PFM support, only recently the following have been developed for the State Tax Service:
- software for risk analysis in the transfer pricing;
- processing modules for external requests and analytical data processing;
- subsystem "Universal product catalog-classifier".
“I am grateful to the project experts for their assistance in preparing for screening bilateral meeting between the European Commission and Ukraine on negotiating chapter 16 “Taxation” – said Ruslan Kravchenko.
Another important question of the meeting is IT solutions for electronic audit (E-Audit). This is one of the key areas of our cooperation with the EU4PFM, which should introduce real changes in tax control.
The EU4PFM project assists the State Tax Service with harmonization of national legislation with the EU in the context of European integration.
During the meeting, representatives of the State Tax Service and the EU4PFM discussed implementation of the EU acts into Ukrainian legislation.
They particularly talked about the VAT Information Exchange System (VIES), VAT refunds for non-residents, Excise Movement and Control System (EMCS), administrative cooperation, etc.
The EU4PFM experts focused on those norms that need improvement, possible risks that may arise in the process of implementing certain norms, and ways to address them, taking into account international practice.
Representatives of the State Tax Service thanked the EU4PFM experts for their support and advisory assistance in implementing the EU recommendations.
