Ruslan Kravchenko discussed with entrepreneurs of Sumy region taxation of mined lands and areas under fortifications

Head of the State Tax Service Ruslan Kravchenko and his team met with business in Sumy region. He thanked the taxpayers for their stability and budget replenishment. Local enterprises paid 2 billion UAH of taxes more in January – April 2025 than in the same period last year. 

"Border and frontline region is showing growth despite the circumstances. In the face of constant attacks, 14 – 16 hours of alert per day, local enterprises paid 2 billion UAH of taxes more in the first 4 months of the year than the last year. One entrepreneur, who was traveling to the meeting, had to return due to the enemy attack on his business. Security situation and challenges associated with it are the number one topic here" – noted Ruslan Kravchenko.   

Many farmers lost their land due to mining in Sumy region. In this case, there is a mechanism for dealing with taxes. But there are also territories occupied for fortifications. 

"We are currently actively working on regulating their taxation together with the Ministry of Agrarian Policy, State Land Agency and Ministry of Defense. Local governments also have to regulate plots in parallel" – added Head of the State Tax Service.

Head of the region Oleh Hryhorov said that Sumy Regional Military Administration is also working on this task.

In addition, meeting participants also discussed export guarantee regime, registration of tax invoices and VAT refunds. Ruslan Kravchenko noted that this year budget VAT refunding has significantly increased. 

"In 4 months, this is already 55.5 billion UAH of the VAT, which is 10.8 billion UAH more than the last year. Currently, we have no debts for refunding. Due to the growth in volumes, there are balances in the treasury for execution, as well as amounts for which in-place and documentary audits or appeals are ongoing" – he said. 

Among the questions raised again are the tax rights of mobilized individuals-entrepreneurs. Current shortened deadlines for submitting applications for inability to fulfill tax obligations are unrealistic. 

"We are doing everything possible to help militaries according to current legislation. And at each such meeting we make sure that suggestions we have already prepared and submitted to the Ministry of Finance to increase period to 180 days are relevant" – summarized  Head of the State Tax Service.
