Combating the "shadow": more than 3300 employees officially registered after the State Tax Service’s audits

Tax audit units during actual audits revealed almost 2 thousand cases of violations of labor legislation in the first seven months of 2025. These included improper registration of employees.

As a result of such audits, employers have formalized employment relationships with more than 3300 employees.

In addition, more than 1200 materials for application of fines have been transferred to the interregional divisions of the State Labor Service. So far, fines totaling 25 million UAH have been imposed on their basis.

For almost 600 violations of labor legislation, business entities were issued warnings.

The State Tax Service reminds that timely registration of employment relations is the employer’s responsibility and failure to comply with legislation entails significant financial and administrative consequences.

It should be emphasized that the State Tax Service carries out tax control taking into account decision of the National Security and Defense Council to introduce legal and organizational measures regarding a moratorium on groundless audits and interference by the state bodies in business activities, and exclusively taking into account a risk-oriented approach and in the presence of high levels of risk.
