Lesya Karnaukh: State Tax Service is working on improving functionality of the taxpayer’s Electronic cabinet

State Tax Service is working on improving a number of digital tools, particularly the taxpayer’s Electronic cabinet. This was announced by acting Head of the State Tax Service Lesya Karnaukh during the meeting with business in Volyn region. 

This is the 15th such meeting in regions with business. Head of Volyn Regional State Administration Ivan Rudnytskyi joined it. More than 70 entrepreneurs and representatives of business associations took part in the event. 

“There is a request from the taxpayers to improve the Tax Service’s digital services. We are already working on this. Particularly, on improving the taxpayer’s Electronic cabinet. Electronic cabinet is a useful tool. But there are many comments on its functionality from the taxpayers. It does not always meet expectations, and users say so. Complex interface and some functions need to be improved” – Lesya Karnaukh emphasized.

Acting Head of the State Tax Service noted that the Tax Service is working to make the Cabinet convenient, simple, fast and understandable.

“We want the Electronic cabinet to become a service that is comfortable and convenient to use” – she added. 

Moratorium on audits was also discussed during the meeting.

State Tax Service implements decision of the National Security and Defense Council of Ukraine. Currently, this is not a complete ban, but a partial restriction. 

“We only check those entities that have high risks. Honest business entities have nothing to fear. By the way, number of actual audits was reduced by a third in August compared to July” – she noted.

Another important question is block of tax invoices.

“Since the beginning of year, we have introduced effective mechanisms that have already allowed us to halve number of blocked tax invoices, as well as halve number of enterprises classified as risky” – Lesya Karnaukh reminded. 

Moreover, the Government supported initiative of the State Tax Service to make changes to Resolution № 1165, which will reduce by almost a half number of taxpayers who face block of tax invoices.

Acting Head of the State Tax Service also called on entrepreneurs to use services of the Tax Consultant Offices more actively. She looked at how work of the Office is organized in Lutsk. There is a demand for services. 

This is a new format of communication with the payer. Such offices have already been opened in 20 regions. This is a network of help points where everyone can solve existing problem and receive high-quality and prompt advice. The main thing is the face-to-face communication. 

“I urge business entities to use services of the Offices more actively. As this is a huge saving of time, nerves and resources” – she emphasized.            

Significant number of farmers has raised questions regarding ensuring proper land use and fair business conduct in this area. Specifically, to make impossible schemes of so-called black grain cultivation on unregistered lands and, accordingly, to charge fair taxes to those who use land and legally grow agricultural products. State Tax Service, in close cooperation with territorial communities and regional authorities, is working on this question.  

Meeting participants also discussed questions related to introduction of the SAF-T UA and electronic audit, e-Excise, bank secrecy, online sales, etc.

Lesya Karnaukh thanked all the taxpayers for their work.

“We work together for the country’s economy and its defense. And such meetings make partnership stronger and increase trust” – added acting Head of the State Tax Service.
