One-click taxes and automation of the debt write-off: Lesya Karnaukh told business associations about the State Tax Service’s plans

State Tax Service, together with the Ministry of Digital Transformation of Ukraine, is working on expanding tax services for citizens in Diia. Development of services was discussed at a traditional meeting of the State Tax Service’s team with 55 business associations and civil society institutions. Among the discussion topics: testing of the new systems, legislative initiatives and operation changes to the monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria.  

"We are adjusting the balance between control and serviceability of the State Tax Service in a dialogue. We heard impressions about newly launched projects and suggestions for the new ideas. Communication is a key to change, as each such meeting gives new impetus to work of the Tax Service" – said acting Head of the State Tax Service Lesya Karnaukh.  

Tax Consultant Offices

Many community representatives have already tested 20 offices in Kyiv and regions. Since the start of work, entrepreneurs and citizens have already received more than 5.1 thousand consultations there. State Tax Service is working on improving the service: we are developing roadmaps for the most common topics, plan to make online registration. 

Dashboard "Tax Revenue Monitoring"

We develop analytical tools. Dashboard has been launched on the State Tax Service’s webportal, which allows to track dynamics of tax payments, see implementation of the plan and receive transparent data about the budget. Given the number of suggestions at the meeting to expand available data, the demand for such product among the public is considerable.

Taxes through the Diia

Our goal is taxes in the one-click through Diia. Not only for individuals-entrepreneurs, but also for citizens. We work with the Ministry of Digital Transformation of Ukraine to expand tax services on the Unified State Webportal of Electronic Services.

"We specifically want to create new service for citizens about property taxes. So that everyone in the Diia can check their taxation objects (real estate, land, cars), verify data, receive assessments, find out about debt and, of course, pay taxes" – added acting Head of the State Tax Service. 

Automation of the tax debt collection

Instead of paper payment instructions – electronic ones. State Tax Service has developed and is currently testing software for more efficient work with the tax debt. New system provides for improved information interaction between the State Tax Service, Treasury and payment service providers. This will ensure forced debiting of funds from the debtors’ accounts in the electronic form in automatic mode through the National Bank’s electronic payment system.

E - audit (SAFT-UA file).

We also received a lot of feedback regarding active testing of the E-audit system, which we plan to launch in 2026. So far, payers have already submitted 586 standard SAF-T UA audit files. This is the first time such file has been used by the State Tax Service for digital data analysis during the audit. 

 E – excise

State Tax Service, for its part, has taken all necessary measures. We are currently waiting for a legislative decision on the launch of the system. Two options are being considered: parallel use of paper and electronic marks and postponement of the implementation deadlines.

Monitoring compliance system of tax invoices / adjustment calculations with the risk assessment criteria

On Saturday, changes developed by the State Tax Service to Resolution № 1165, aimed at reducing number of business entities facing invoice blocking, came into effect. Currently, blocking percentage is stable at 0.3%, and we will see the first results of the new rules in a few weeks.  

"Traditional topic that is raised at all our meetings is blocking and risk status. I am glad to finally hear from associations that these matters have become less acute than before. By the way, we are looking for answer to one of the most frequent requests from business entities in this context – disclosure of data regarding the riskiness of their counterparties" – Lesya Karnaukh noted.

Currently, the State Tax Service is working on changes to the Tax Code to eliminate the problem and not violate the taxpayers’ rights. We have already heard feedback from the meeting participants about their readiness to participate in the development of norms and safeguards. Developed suggestions will definitely be submitted for discussion with the business community.
