High-quality implementation of the EU directives: State Tax Service adopts experience of the National Revenue Agency of Bulgaria

Development of Ukrainian tax system and its harmonization with the European standards is important step on path to the European integration of Ukraine. To learn the best practices in this area, representatives of the State Tax Service of Ukraine and Ministry of Finance of Ukraine made a study visit to the Sofia city, Republic of Bulgaria. 

Event took place within framework of the international EU4PFM project – Public Finance Management Support Programme for Ukraine.

Ukrainian delegation got acquainted with experience of the National Revenue Agency of Bulgaria in implementing the EU Directives on administrative cooperation (DAC1 – DAC9), as well as with the IT solutions for exchange of tax information, in particular:

- automatic exchange (AEOI),

- exchange on request (EOIR),                                  

- data exchange on crypto assets, digital platforms and transnational transactions.

Participants got acquainted with Bulgarian tax service and its electronic services. Specific attention was paid to the IT products (Archimedes and eFCA) for exchange of tax information and practical implementation of provisions DAC2, DAC6, DAC8. 

Bulgaria has already implemented all key provisions of the DAC directives and has achieved a high level of voluntary tax compliance. Ukrainian team had opportunity to familiarize themselves with experience of building legal, organizational and IT infrastructure for the international information exchange.

Parties also discussed challenges that arise in the process of implementing the EU and OECD standards and ways to overcome them.

Bulgaria’s experience is extremely valuable for the State Tax Service in the context of reforming Ukrainian tax system and implementing modern European practices.

Knowledge exchange contributes to strengthening international tax cooperation and Ukraine’s integration into the single European tax space.
