Memorandum of partnership and cooperation between the State Tax Service of Ukraine and Kyiv School of Public Administration named after Serhiy Nyznyy was signed today by acting Head of the State Tax Service Lesya Karnaukh and Head of the public organization Anna Mishchenko.
"This is important step for development of professional, open and competent tax consulting in Ukraine. We are creating conditions for formation of a modern system of training tax specialists and establishing effective interaction between the state, business and civil society" – Lesya Karnaukh said.
According to her, the Memorandum is aimed at improving professional competence of employees, developing educational and scientific initiatives, as well as organizing joint scientific and practical events.
Cooperation will allow introduction of the European approaches to personnel training and will contribute to strengthening trust between the State Tax Service and taxpayers.
Main areas of cooperation:
- organization of educational programs on development of managerial competencies, strategic planning and leadership for State Tax Service’s employees;
- conducting special courses, seminars, round tables, forums and public discussions on questions of public administration, lawmaking, European integration and social development;
- development of a continuous dialogue with business through business forums, public hearings and consultations;
- launch of online hub for tax consultants with a knowledge base, webinars and tools for conducting online consultations;
- development of inclusive consulting programs for youth, entrepreneurs and people with disabilities;
- support of digital transformation of tax services and formation of a compliance culture according to the European standards;
- organization of international forums and expert meetings to discuss development of the tax system of Ukraine according to the EU standards.
Parties agreed to actively exchange information, create working groups to jointly develop draft regulations and jointly implement initiatives aimed at increasing tax administration efficiency.
