Registration has been simplified for volunteers and online access to data has been opened

Application for inclusion in the Volunteer register has been simplified and opportunity to receive certificate from Register in the electronic form has been introduced. This means less bureaucracy, faster document processing and convenient access to own data online.

Such changes are provided for by Order of the Ministry of Finance of Ukraine № 494 as of 25.09.2025. It updated Procedure for forming and maintaining the Volunteer register of the anti-terrorist operation and/or implementing measures to ensure national security and defense, repel and deter armed aggression of russian federation. Document was registered in the Ministry of Justice of Ukraine on 08.10.2025 under № 1460/44866.

What has changed

Simplified Application form № 1-RV for inclusion or changes to the Volunteer register. 

From now on, individual-benefactor does not need to indicate in the application categories of persons defined by subparagraphs "a" and "c" of Sub-paragraph 165.1.54 Paragraph 165.1 Article 165 of the Tax Code of Ukraine, for whose benefit charitable assistance is provided.

This means fewer formalities and faster submission of documents.

Electronic certificate from Register – new opportunity

For benefactors who are already included in Register, another convenient option has been introduced – receiving certificate from Register in the electronic form.

Such certificate is sent by the State Tax Service in response to the benefactor’s electronic request.

In addition, certificate is automatically generated and sent in cases of:

- inclusion of individual in Register;

- changes to the volunteer data;

- exclusion from Register.

How to submit application

As before, Application form № 1-RV (updated) can be submitted electronically by the electronic communication means, in particular through the Electronic cabinet.
