Large taxpayers transferred almost half of all revenues to the budget in 2025

Consolidated budget of Ukraine received 953.2 billion UAH of taxes and levies from large taxpayers in 2025. This is 46.5% of all budget revenues administered by the tax authority. Revenues increased by 7.4% (65.6 billion UAH) compared to 2024. This was informed by acting Head of the State Tax Service Lesya Karnaukh on the Facebook page.

The biggest increase:

- personal income tax and levy – +41.8 billion UAH (+133.2%);

- VAT – +14.3 billion UAH (+106.1%);

- excise tax on excisable goods produced in Ukraine – +13.5 billion UAH (+112.8%).

"We are grateful to everyone who, despite all the war challenges, responsibly pays taxes, preserves jobs and supports the country’s economy. Despite the overall growth, russia's armed aggression has significantly affected activities of large enterprises. Destruction of production facilities, occupation of territories, logistical disruptions and the shortage of energy resources have led to a decrease in profitability and tax payments in a number of key industries" – Lesya Karnaukh noted.

As a result, the last year almost 40% of large taxpayers reduced their contributions to the budget. Particularly, these include processing industry, mining and quarrying, transport, warehousing, postal and courier activities, whole and retail sales, electricity and gas supply.

"It is extremely important for the State Tax Service to develop transparent, trusting and partnership relations between the state and big business. This is critically important condition for the financial stability and reconstruction of Ukraine" – she added.
