Tax resident status certificate: how to obtain and apostillize

Avoiding double taxation becomes easier. It should be reminded of the convenient digital tools for obtaining certificate of tax resident status in Ukraine and rules for its subsequent apostille.

How to obtain certificate

Certificate of tax resident status in Ukraine can be obtained free of charge. To do this, it is needed to submit application of the established form:

- online through the Electronic Taxpayer’s cabinet

or

- in person or by mail to the controlling authority at the tax address location.

Application must include the full name (in Ukrainian and English), tax number, country of destination of certificate, year and basis for determining resident status.

Document is issued within 10 calendar days from the registration date of application, format of receipt is electronic or paper.

Apostille

To apostille certificate of tax resident status in Ukraine, it is needed to contact the State Tax Service of Ukraine (Kyiv, Lvivska square, building 8, 04053).

Required documents:

- original certificate (or a copy thereof, certified according to the established procedure),

- application from person submitting the documents (be sure to indicate the name of document and the country of destination),

- payment document for the service.

Cost in 2026: 51 UAH (except for the preferential categories: persons with disabilities of groups I and II, Chernobyl disaster victims, persons with disabilities as a result of World War II and orphans).

Processing time: up to 20 working days.

Obtaining certificate online

The most convenient way to obtain a document is through the Electronic Payer's Cabinet (cabinet.tax.gov.ua).

To do this, it is needed to:

- log in to the Electronic cabinet and log in using qualified electronic signature or Diia.signature,

- in the "Reporting" section, create a document, select the year and fill out the form F1308202 "Application for confirmation of resident status to avoid double taxation",

- fill in the data: indicate the full name in English (as in the international passport), select the country of destination and year.

Important: if apostille is needed later, in the "Form for providing a certificate" field, be sure to mark "PAPER". Apostille is affixed only to a wet seal and signature.

Paper original of the certificate can be picked up within 10 calendar days at the Tax Service at the registration place.
