State Tax Service of Ukraine consistently continues to implement reforms and milestones defined by the cooperation terms with the International Monetary Fund. This was stated by Acting Head of the State Tax Service Yurii Koniushenko during the meeting with the IMF Resident Representative of the International Monetary Fund in Ukraine Priscilla Toffano and the IMF team.

"We highly appreciate expert work of the IMF team and constant professional dialogue. It is especially important for the State Tax Service that this cooperation has practical continuation. All beacons and measures specified in the Memorandum with the IMF have either been implemented or are in a state of active implementation" – Yurii Koniushenko emphasized.

Work continues in several priority areas: development of the tax risk management system, tax debt management, tax audit, improvement of the VAT administration, efficiency management and organizational change.

Another important challenge is digital transformation and IT integration of tax systems into the EU systems.

State Tax Service is currently preparing for assessment using the TADAT methodology, which allows a comprehensive assessment of effectiveness of the tax administration system.

Participants also discussed factors that affect the budget. In particular, constant hostile attacks on business, as well as implementation of legislative changes.

Important reserve for filling the budget is un-shadowing of the economy. As Acting Head of the State Tax Service emphasized, efforts of tax officials are directed at in-depth analytical work and working out sectors where use of the tax evasion schemes is widespread.

At the same time, effective un-shadowing requires coordinated work and coordination of the State Tax Service with other state and law enforcement agencies.

Parties, during the meeting, discussed aspects of further cooperation in the main areas where support of partners will help in solving tasks that the Service is working on.
