Participation of the STS’s employees with experts of the Swedish Tax Agency in meetings on the Global Survey on assessment of the STS’s activities by taxpayers was held on 16 – 18 November 2021

Representatives of the State Tax Service of Ukraine, Swedish Tax Agency and research agency “InfoSapiens”, which specializes in conducting surveys of public opinion, held a series of meetings during 16 – 18 November 2021 to discuss concept and further plans in preparation for the Global Survey to Assess the STS’s activities by taxpayers.

This event was organized within the international technical assistance project “Swedish-Ukrainian partnership for a modern and efficient tax service – METS” (hereinafter – Project).

The overall objective of Component 2 “Taxpayer orientation” of the Project is to strengthen focus of the STS on the taxpayer. Main task is to ensure efficient and effective development process in provision of services to taxpayers in order to gain a high level of public confidence.

During the meetings, experts from the Swedish Tax Agency and the STS (representatives of the Information and Reference Department, Administrative Department, Departmental Control Department, Internal Audit Department, Tax Administration Department, Administrative Appeals Department, Tax Audit Department, Anti-money Laundering Department, Excisable Product Control Department, Electronic Services Department, Corruption Prevention and Detection Department, Risk Management Department, Budget Revenue Coordination and Monitoring Department, Court Support Department, Methodology Department and International Cooperation Department) discussed experience, values, strategy, management principles and attitudes towards taxpayers that exist in Sweden and Ukraine and how a high level of trust is correlated with level of compliance with tax legislation (tax compliance).

Based on results of conducted event, presentations, materials and working discussion, common vision of participants on the future survey regarding attitude of payers was formed. The key areas and milestones of the survey, analysis and use of its results were identified.
