State Tax Service and French Development Agency (AFD): information interaction and international taxation are in the focus

Development prospects of technical cooperation projects and transformation of the tax system in the European integration direction were discussed during the meeting by Deputy Head of the State Tax Service Serhii Lyseiuk, Head of the French Development Agency (AFD) Representative Office in Ukraine Axelle Nos and Economist of the Economic Diagnostics and Public Policy Department of the AFD Central Office Christophe Barat.

According to Serhii Lyseiuk, the tax system is currently undergoing reform, which includes improving administration, strengthening integrity, tax compliance and harmonizing rules with the international standards. These steps are part of the National Revenue Strategy until 2030, which sets Ukraine’s course for modernizing public finances, increasing transparency and creating favorable business environment.

"Ukraine is consistently moving towards harmonizing VAT rules with the EU norms. We are reviewing tax benefits, preparing to modernize VAT administration systems and working on integrating the State Tax Service’s IT systems with the EU platforms (VIES, ViDA and others). This will significantly simplify administration of the cross-border transactions and improve tax control in the international trading sphere" – noted Serhii Lyseiuk.

Significant progress has also been made in the area of ​​international tax cooperation. Ukraine exchanges tax information under more than 70 double taxation agreements and participates in the multilateral Convention on mutual administrative assistance in tax matters. The first automatic exchange of reports in terms of the country by country (CbC) is also expected in 2026.

Since work of the AFD mission in Ukraine is dedicated to analyzing macroeconomic and financial situation, assessing risks and development prospects, Deputy Head of the State Tax Service confirmed his readiness to provide comprehensive support in collecting necessary information and discussing current aspects of tax policy and reforms.

"We highly appreciate the AFD support and see in cooperation significant potential for the exchange of experience, development of joint projects aimed at restoration and modernization of the economic and financial spheres" – said Serhii Lyseiuk.
