Tax Service is not about a number of audits and total control. It is about trust between payers and the state, about development of services and new opportunities for the payer. This was stated by acting Head of the State Tax Service of Ukraine Lesya Karnaukh during the 30th General Assembly of IOTA – Intra-European organization of tax administrations. IOTA members include 46 European tax administrations, including Ukraine.
“Qualitative transformation of the tax system largely depends on the active and effective implementation of artificial intelligence and behavioral insights in tax administration. This is what qualitative changes are about: from control to analytics, from responding to violations to preventing them, from complex procedures to convenient services” – she said.
During the new format of the DG Panel strategic dialogue, participants discussed what the tax administration of 2030 should be like.
“I am deeply convinced that the future of tax administrations will be determined by the quality of data, analytics and digital services. At the same time, the key conditions for successful transformation remain the taxpayer trust, transparency in the use of technologies, proactive services and institutional stability” – added acting Head of the State Tax Service.
They also discussed the AI use to identify risks and fraud, development of proactive services, implementation of personalized communications with the taxpayers, and ensuring ethics and accountability of automated decisions.
Lesya Karnaukh noted that Ukraine is not just adopting international experience. She shared her experience, because despite the war, the State Tax Service not only ensures stable tax administration.
“We continue digital transformation, develop electronic services, introduce new approaches to risk management and change philosophy of interaction with the payers” – she stated.
Lesya Karnaukh separately noted that today Ukraine occupies a worthy and respected place in the IOTA professional community.
“During discussion on the future of IOTA, it was important to hear that professional community not only highly appreciates work of the State Tax Service, but also clearly understands that architecture of the European tax space of the future is impossible without Ukraine. That is why I was invited to speak as a speaker regarding the challenges that are currently facing IOTA tax members, on what strategic issues IOTA should focus on in the next 5 years, what additional support and in what form this professional community provides or should provide it to its participants.
Continuous dialogue is opportunity, together with the best European tax administrations, to form new standards of efficiency, trust, and modern state service” – noted acting Head of the State Tax Service.
