We have all opportunities to ensure full amount of budget revenues in December and the year as a whole – Serhii Verlanov

Over January-November 2019, the state budget received 410.7 billion UAH of taxes and payments – this is 53 billion UAH more than in the same period 2018. Including that in November 2019, the budget received 51.6 billion UAH – this is 6.4 billion UAH more than in November 2018.

This was stated by the Chairman of the State tax service of Ukraine Serhii Verlanov during a hardware meeting with heads of structural units and territorial bodies of the STS. In particular, for 11 months of 2019 the taxpayers transferred 101 billion UAH of income tax to the budget – this is 6.48 billion UAH more than expected (the indicator has been fulfilled by 106.9%).

“Results of 11 months compared to 8 months show the significantly improved dynamics of tax revenues, including regions” – stated Serhii Verlanov.

At the same time, objective factors contributed to the deterioration in the dynamics of separate taxes. In October 2019, the export-import operations were intensified which directly influenced the VAT payment indicators. Also during this period, separate cigarette manufacturers reduced or suspended production. In particular, in October, sales of cigarettes in domestic market decreased by 44.8%. This has had a negative impact on the dynamics of both the excise tax and other taxes, including the VAT.

“At present, factors that the STS cannot affect are decreasing. But at the same time, we have to realize that we have the reserves that we need to work out effectively” – outlined Serhii Verlanov.

Chairman of the STS emphasized the need to strengthen work with the state-owned enterprises on the completeness of portion of net income payment. As of the 1st of December 2019, the number of 612 state-owned enterprises has debts over 4 billion UAH that must be paid to the budget.

“Everyone has a duty to pay taxes, including the state-owned enterprises which is their direct constitutional obligation. And we have to work separately with the heads of the state-owned enterprises and acknowledge them with this message. I will personally report to the Prime Minister who has refused to fulfill this obligation in order for them to approve the relevant organizational conclusions. In general, I see a good perspective: we have all opportunities to ensure full amount of budget revenues in December and for the year as a whole” – said Serhii Verlanov.
