Second meeting of the EU4PFM Steering Committee was held

Chairman of the STS Oleksiy Lyubchenko participated in the second meeting of the Steering Committee regarding Component 3 (Revenue Mobilization) and 4 (Horizontal Functions and Governance) of the Public Financial Management Support Program for Ukraine (EU4PFM). The event was held on May 27, 2020 online.

Chairman of the State Tax Service noted the effective work of the EU4PFM project team, the Central Project Management Agency of Lithuania and the EU Delegation to Ukraine for project implementation.

During the event Oleksiy Lyubchenko spoke about changes that have taken place in the State Tax Service and the priority areas of service’s reformation in the near future: improving the taxpayers’ service, increasing transparency and customer focus, further development of IT technologies and electronic services, reducing the burden on small and medium business, personnel reform and implementation of a single legal entity.

In turn, the Head of Section “Good Governance and Democracy Development” of the EU Delegation to Ukraine Martin Klauke noted that there has been significant progress in implementing certain changes in the tax and customs spheres in Ukraine during the existence of project. He assured of Ukraine’s support for the relevant reforms by the EU.

Meeting of the EU4PFM Steering Committee was also attended by the First Deputy Minister of Finance of Ukraine Denys Uliutin, Deputy Ministers of Finance of Ukraine Yurii Draghnchuk and Svitlana Vorobei, Acting Chairman of the State Customs Service of Ukraine Ihor Muratov and Deputy Chief of the Accounting Chamber of Ukraine Lesia Karnaukh.

The EU4PFM Program supports reformation of the public financial management system and contains 4 components. The STS jointly with the Ministry of Finance of Ukraine and the State Customs Service of Ukraine are the beneficiaries of components 3 and 4, which are combined into a separate project. Component 3 of the Program concerns the strengthening of institutional and organizational capacity of public finance management system in the implementation and realization of a modern strategy to promote the taxpayers’ compliance with the tax legislation; effective risk management; expanding the tax base, in particular by improving the exchange of tax information with other countries; harmonization of tax and customs legislation of Ukraine with the EU law; introduction of the best world practices in the tax and customs spheres. Component 4 of the Program will provide a support to the public financial management system in Ukraine on the development and implementation of modern methods of the human resource management, including anti-corruption measures, adaptation and automation of work processes, improvement of planning, implementation and monitoring of reforms.
