The US Treasury’s Technical Assistance Office: STS has made a significant progress in project management

Office of Technical Assistance (OTA), United States Department of the Treasury praised the progress made by the State Tax Service in project management.

These are the STS’s analysis results of implementation of a comprehensive change management program made by the OTA Advisory Group Ferris Fink, Phil Brand and Don Mainworing.

OTA experts emphasized that the Departmental reforms unit of the STS has developed a detailed project plan, which covers a big number of measures required for implementation of both a single legal entity and new organizational structures. Development of such an in-depth project plan is an important prerequisite for successful transition to a single legal entity and its related functional subordination.

STS managed not only to develop a reliable plan, but also to implement it skillfully.

According to the report, by merging all pre-existing legal entities into a single unified legal entity, the STS has adopted a standard operating model used by progressive tax authorities around the world. Introduction of a single legal entity, in turn, provided the basis for transformational reforms of both the organizational structure and business processes. At the same time, considerable attention is paid to eliminating corruption and increasing transparency of the service.

OTA Advisory Group also provided recommendations to the STS on the fuller use of tools and methods of the change management.
