Beta testing of the eExcise system is ongoing: how to join

Ministry of Digital Transformation of Ukraine has launched beta testing of eExcise since March 1, 2025. Project is being implemented by the Ministry of Digital Transformation together with the Ministry of Finance and the State Tax Service.

We invite to join the testing of business entities – economic operators in market of alcoholic beverages, tobacco products and liquids used in electronic cigarettes.

Electronic traceability system for alcoholic beverages, tobacco products and liquids used in electronic cigarettes (eExcise) is a digital solution to combat shadow market of alcohol and tobacco. It will replace paper excise marks with electronic ones with unique codes.

New solution will increase budget revenues and protect Ukrainians from the counterfeiting.

By scanning the code in Diia application, it is possible to check:

product legality,

its origin,

report about the violation.

The following peculiarities have been tested since March:

- registration of enterprises and users in the Electronic system;

- access management of representatives of economic operators;

- ordering unique identifiers for domestic products and entering information about imported products from the EU;

- integration with the state registers;

- API for testing integration with the ERP systems of economic operators.

How to participate in testing:

Business entities must be registered in the Unified state register and have a license for production/wholesale/retail sale of alcoholic beverages, tobacco products or liquids for electronic cigarettes.
