State Tax Service is currently at the modernization stage, when it is important not only to implement individual innovations, but also to rethink structure of the Service’s work as a whole. Emphasis is on modeling processes at all organization levels – from the overall architecture to individual functional procedures. This was stated by acting Head of the State Tax Service Lesya Karnaukh during the meeting with representatives of the US Treasury’s Office of Technical Assistance Phil Brand, Don Mainwaring and Randy Vaughn.
“Basis of a deep transformation of the State Tax Service is modeling and reengineering of business processes. This direction is a key to building modern, customer-oriented and digital Tax Service that works efficiently, transparently and in a partnership with the taxpayers” – Lesya Karnaukh said.
According to her, thanks to joint work with Office of Technical Assistance, a Work plan for 2026 – 2027 has been prepared, which opens new cooperation stage. This ambitious plan is not just a set of technical tasks, but a roadmap for systemic modernization of the State Tax Service in the context of post-war reconstruction and Ukraine’s European integration.
“We are grateful to Office of Technical Assistance for their support in implementing the BPM/BPR approaches, which will allow us to create transparent map of business processes and determine how each element of the system works towards the common goal – effective tax administration and increase of compliance level” – emphasized acting Head of the State Tax Service.
These are the following stages:
- Process map at level of the entire State Tax Service – coordination of functions between departments, elimination of processes duplication and creation of a clear change management system in order to fully implement the tax risk management system at level of the entire State Tax Service.
- Modeling of the key business processes:
audit – improving quality of audits, automating planning, integrating modern risk analysis methods;
new service offices – expanding customer focus and improving service standards. In particular, development of the Tax Consultant Offices.
tax debt management – creation of a modern CMS system for effective work with defaulters.
- Implementation of the IT projects with quick effects (“quick wins”) – process automation, creation of analytical panels, digitalization of services and development of databases.
“Success of this work is possible only under condition of partnership, trust and open dialogue between our teams. Together with partners, we are creating new tax administration architecture – effective, technological and taxpayer-oriented” – Lesya Karnaukh emphasized.
Implementation of these tasks will become important stage of the “Reformation of the State Tax Service by 2030” strategy, which is consistent with goals of the National Revenue Strategy and process of Ukraine’s European integration.
