Lesya Karnaukh: efficiency of the tax debt collection has doubled due to automation

Automatic tax debt collection system, which the State Tax Service launched a little over two months ago, is demonstrating high results and significantly increased efficiency of work. During this period, more than 1.2 million payment instructions were automatically generated and sent to more than 20 thousand taxpayers. This has already allowed collection of almost 179 million UAH of debt. This was stated by acting Head of the State Tax Service Lesya Karnaukh on the “Yedyni novyny” telethon air. 

“For comparison, earlier, when such system did not work, in two months we managed to collect about 90 million. That is, now we have almost doubled the figures. And in the war conditions, when every “penny” is in account for the state and taxes are our survival conditions, such dynamics are positive” – Lesya Karnaukh emphasized.  

Automated collection system applies only to legal entities. Debts of individuals and individuals-entrepreneurs are regulated by other legislation and falls under competence of the State Enforcement Service.

According to acting Head of the State Tax Service, automation has eliminated a number of abuses that occurred previously. Long document processing times gave unscrupulous debtors the opportunity to transfer funds from account, close it or open a new one – even before the debt was actually written off.

Interaction of the State Tax Service with the State Treasury, National Bank and banking institutions made such situations impossible now.

Lesya Karnaukh also noted that such procedure is not a surprise for the taxpayer. Automatic collection applies exclusively to already formed tax debt that has gone through all the procedures of both formation and appeal. Tax claim is issued only when the payer has exhausted all possibilities provided by the law for contesting such debt, but the debt remains valid. That is why the write-off of funds is no longer subject to appeal – this is the final stage of the procedure.

According to Lesya Karnaukh, the State Tax Service will continue to improve the system. The key task is to maximize automation of database filling processes, optimize formation of payment instructions and coordinate processes with banking institutions to take into account their operating hours. This will increase the taxpayers’ convenience and at the same time ensure stable tax revenues for the state.

“In the war times, taxes are a condition for our survival. And when the aggressor’s relentless attacks destroy many business, the Tax Service tries its best to use all the tools provided to fulfill tasks facing the state in the tax collection terms” –  emphasized acting Head of the State Tax Service.
