State Tax Service and Finnish Tax Administration VERO strengthen cooperation to improve management capacity of the Service

Representatives of the State Tax Service and Finnish Tax Administration VERO spoke about strengthening the State Tax Service’s ability to effectively manage and implement reforms during the meeting.

As Deputy Head of the State Tax Service Serhii Lyseiuk noted, cooperation with the VERO experts within framework of the Finnish-Ukrainian project “Building Trust in the State Tax Service of Ukraine” and implementation of international practices lay foundation for the long-term changes and development.  

All initiatives laid down by the project, from improving anti-corruption approaches and system for combating money laundering to developing project management, strategic planning and conducting public surveys, are part of a comprehensive transformation of the State Tax Service. Their goal is to increase transparency, efficiency and trust in the State Tax Service, as well as bring work of the Service closer to modern European standards.

“We deeply appreciate support of the Finnish government. Thanks to this project, we have received important resources and practical knowledge on building trust, strengthening integrity and forming modern management culture based on the whole-of-government approach” – emphasized Deputy Head of the State Tax Service.

According to him, VERO’s experience in the ratio of linear and project work helps to understand how to effectively combine current operational activities with implementation of strategic initiatives.

“State Tax Service is actively implementing measures of the National Revenue Strategy and is always open to the new initiatives that will help us achieve set goals most effectively. Thanks to experience of our Finnish colleagues, we can see how projects become effective tool for achieving the long-term goals and how culture of prioritizing tasks is formed at the entire organization level” – Serhii Lyseiuk said.

Special attention during the meeting was paid to roles and responsibilities of the Steering Committee. After all, transparency of processes, quality of made decisions and ability to respond quickly to challenges depend on a clear division of functions.
