State Tax Service of Ukraine and State Employment Service have jointly created a new service – system of tax support for grant recipients for starting a business. New opportunities for those who start their own business with state support were presented at the Tax Consultant Office in Bucha, Kyiv Region, by acting Head of the State Tax Service Lesya Karnaukh and Director of the State Employment Service Yuliia Zhovtiak.
Kyiv region was not chosen for presentation of the new project by chance. Thanks to active work of the Kyiv Regional Military Administration, the region is one of the leaders in economic development. Deputy Head of the Kyiv Regional Military Administration Nataliia Havatiuk joined the event.
Within framework of the "Own business" program, 35 thousand grants worth 9 billion UAH have already been received. For the country, these are new working places and development of domestic production. Grants are returned to the state with taxes paid by the business.
But when a person takes the first steps in business, such people are often left with tax questions alone.
A lot of questions at once:
- which taxation system to choose;
- is a grant income and how to account for it;
- when is RRO or PRRO needed;
- how to properly register employees and pay single social contribution.
"Kyiv School of Public Administration also helped us implement our initiative. In the war times, we are all united in belief that business does not appear by itself - it needs to be supported" – Lesya Karnaukh stated.
Two grantees have already been able to evaluate how this works in practice – Rita Burlak, who received funds to open a children's playroom and Kostiantyn Savratskyi, who is involved in photography.
Lesya Karnaukh told how the support will work in practice. Tax Consultant Offices and the Taxpayer Service Centers of the State Tax Service, in cooperation with the “Made in Ukraine” offices, are involved in supporting future and already working entrepreneurs at all stages - from applying for a grant to running a business:
- submitting a business plan – obtaining certificates of income and absence of debt;
- immediately after receiving a grant – determination of the form of economic activity/taxation system;
- at the start of a new business – tax literacy training programs;
- during entrepreneurial activity – consulting on all tax questions.
Tax Consultant Offices will hold monthly online courses for grantees. They will teach entrepreneurs basics of tax accounting, reporting and tax payment, as well as how to use the State Tax Service’s services. Each class will also include a question-and-answer session to learn more.
Grantees can also contact the Tax Consultant Offices for individual consultations - regarding declarations, licenses, registration and application of RRO/PRRO, checking status of settlements with the budget, etc.
In addition, it will be possible to consult by phone - the State Tax Service’s Contact Center has created a separate line for applications for the grant recipients:

New cooperation model between the Tax Service and Employment Service aims to increase efficiency of government programs, promote development of small business, expand the tax base and reduce risks.
