Meeting of acting Head of the State Tax Service Lesya Karnaukh with experts from the US Treasury Office of Technical Assistance, led by project manager Phil Brand, was devoted to reviewing achievements and expected results of business process mapping and reengineering in the State Tax Service.
"For us, business process mapping is not a formal matter, but a tool for transformation. We analyze each stage of work in detail to automate or remove unnecessary procedures, minimize human factor and create modern Tax Service" – Lesya Karnaukh emphasized.
Participants, during the meeting, discussed mapping methodology process that is already being used and what results are expected in the coming years. Mapping and reengineering methodologies are being implemented as a systemic change management tool.
Audit
It is planned to estimate and reengineer current procedures, implement digital and automated solutions, in particular for analysis of the international taxation risks. Separate emphasis is placed on training auditors according to the international standards.
Tax debt management
The focus is on analyzing debt management procedures, implementing risk-based approaches and reforming collection system.
Compliance risk management (CRM)
Plans include completion of a draft project and implementation of a compliance risk management system in work of the State Tax Service. Suggestions for legislative regulation are being developed and modern compliance approaches based on the analytics are being applied in practice.
Digitalization
Based on the reengineering process, priorities for digital projects are determined, business cases are prepared to attract financing and functional design of the IT systems is developed.
Parties, following the meeting, confirmed their common commitment to the systematic implementation of reforms based on the reengineering of business processes and harmonization of State Tax Service’s procedures with international practices, which is important modernization component of the Tax Service of Ukraine.
